The 23rd China International Talent Exchange Conference, hosted by the Ministry of Human Resources and Social Security (State Administration of Foreign Experts Affairs), was successfully held from October 19 to 25. As one of the 41 invited universities nationwide, CUPL participated in co-hosting the conference and organized a series of talent exchange activities in both Shanghai and Beijing.
The conference commenced on the morning of October 21st at the Shanghai World Expo Center. State Councilor Chen Yiqin addressed the opening ceremony via video link. With the theme of “Gather Global Talents for Win-Win Cooperation”, the event brought together distinguished participants including Wang Xiaoping, Minister of Human Resources and Social Security; Wu Wei, Member of the CPC Shanghai Municipal Standing Committee and Executive Vice Mayor of Shanghai; as well as more than 2,600 foreign experts from over 110 countries and regions. Huang Ruiyu, Vice Chair of the University Council, together with 38 Chinese and international experts from CUPL, was invited to attend the opening ceremony.

From October 21st to 22nd, CUPL hosted four high-level academic sessions under the theme “Dialogue and Cooperation: Collaborative Innovation in Global Governance and Law”. These sessions delved into frontier academic topics including “International Commercial Dispute Resolution”, “Legal Safeguards for the Business Environment”, “Artificial Intelligence, Intellectual Property, and International Governance”, and “COP30 and Global Climate Governance”.
Address by Huang Ruiyu
In his opening address at the CUPL-hosted session, Huang Ruiyu extended a warm welcome to the foreign experts coming from afar and expressed sincere appreciation for their participation. He provided an overview of the university’s development, highlighting its accomplishments in teaching, research, and talent development.
Huang Ruiyu emphasized CUPL’s strong commitment to internationalization, noting nearly 400 collaborative projects with more than 300 global institutions and the annual engagement of over 200 international experts. The university has established several international alliances, including the China-Central Asia Legal Education Alliance, the China-Brazil Legal Cooperation Alliance, and the Legal Education Alliance of Mainland, Hong Kong and Macao. It has also joined international organizations such as the Global Law School Consortium, Euro-Asia Pacific Uninet, and the Asian Law Institute (ASLI). The founding of “World Jurists Forum” further demonstrates CUPL’s dedication to global academic cooperation. It is hoped that the conference would serve as a platform to deepen Sino-foreign legal dialogue and trust, enhance mutual understanding of different legal systems, and advance international legal cooperation to new heights.

In his address, Chen Hui, President of Shanghai Customs College, expressed his delight at the opportunity to co-host parallel sessions with CUPL during the conference. He stated that he looked forward to leveraging the conference as a platform to advance inter-institutional collaboration and resource sharing between the two universities.
Roundtable Discussion—International Commercial Dispute Resolution
On October 20, CUPL also arranged for Chinese and international experts to visit several Shanghai landmarks, including Shanghai Robot Industrial Technology Research Institute, Putuo District Half-Marathon Suzhou Creek Rule of Law Station, Zhangjiang Biomedical Industry Base, and Museum of Art Pudong. These visits provided the experts with valuable insights into Shanghai’s—and China’s—progress in science and technology, economic development, rule of law, and culture. Experts from various countries remarked that it was their first opportunity to observe China’s industrial frontlines and community services up close. They gained a more intuitive and objective perspective of the country’s multifaceted development and urban governance, and expressed admiration for China’s developmental achievements.
Delegation of International Experts Visited the Museum of the Communist Party of China
On October 23, the Shanghai segment of the conference successfully concluded. 29 Chinese and international experts then traveled to Beijing to launch the capital’s program of academic and cultural exchange. On the afternoon of October 24, Jiang Zeting, Chair of the University Council, met with 12 representatives of international delegation for a symposium. The same day featured multiple academic activities: some experts were invited to deliver academic lectures and participate in salons at the university, while a separate group visited the Museum of the Communist Party of China. The visit provided the scholars with deeper insight into the CPC’s history, governance philosophy, and its guiding role in China’s legal development, significantly enhancing their understanding of the country and establishing a stronger foundation for future academic collaboration.
The conference brought together 28 international and overseas experts from 17 countries and regions, including 3 academicians. Through this series of activities, some high-end foreign experts are to be appointed as part-time professors of the university, strengthening CUPL’s international faculty resources. The series of events was coordinated by the Office of International Cooperation and Exchange, with the Civil, Commercial and Economic Law School as the main academic host. The event received strong support from various departments including the Committee of the Communist Youth League of the University, Student Affairs Office, School of International Law, School of Foreign Studies, Institute of Foreign-related Rule of Law and School of Law and Economics.
The activities were attended by Li Juqian, Dean of the School of International Law; Yang Xiuqing, Executive Dean of the School of Civil, Commercial and Economic Law; Zhu Xiaojuan and Dai Mengyong, Vice Deans of the School of Civil, Commercial and Economic Law; Guo Zhilong, Deputy Secretary of the Committee of the Communist Youth League of the University; Li Dandan, Deputy Director of the Office of International Cooperation and Exchange; as well as more than 20 experts and teachers from relevant schools.
