BEIJING, April 22 (People’s Daily Online/Sun Jing) —— On April 21, the People’s Government of the Xinjiang Uygur Autonomous Region and China University of Political Science and Law (CUPL) signed a strategic cooperation agreement in Urumqi and unveiled the Institute of Law-Based Governance of Xinjiang. Shi Jianzhong, CUPL Vice President, will serve as the first dean of the institute.
In accordance with the agreement, both parties will engage in in-depth cooperation in policy advisory platforms, legal system development, talent exchange, and paired-up aid. This collaboration aims to fully and faithfully implement the policies of the Communist Party of China (CPC) for the governance of Xinjiang in the new era, and advance law-based governance across the region. As a key pillar of the partnership, the Institute of Law-Based Governance of Xinjiang will combine local governance expertise with CUPL’s academic strengths to build a high-level consultative and service platform integrating high-end think tank, scientific studies, talent training, public service, and international exchange. The institute aims to provide strategic intellectual support for building a law-based Xinjiang.
The institute brings together a multitude of CUPL scholars in law, national security, political science, ethnology, country and region studies (CRS), and international relations. Focused on overarching goals of social stability and long-term security in Xinjiang, it will pool resources from all parties to drive collaborative innovation, and build an integrated governance network combining policymaking, industry, academia, research, and application. The institute aims to become a top-tier consultative and service platform featuring high-end think tank, scientific research, talent training, public service, and international exchange for advancing law-based governance in Xinjiang.
