Deputy Secretary General of CSC Li Qing and Her Delegation Visit CUPL

On the afternoon of December 28, 2023, Li Qing, Deputy Secretary General of China Scholarship Council (CSC), along with her delegation, visited China University of Political Science and Law (CUPL). They were warmly welcomed by President Ma Huaide and Vice President Lu Chunlong at the Haidian Campus. The CSC delegation included Meng Li, Director of the US Affairs Department of CSC, Deputy Director Liu Chao, and Program Directors Feng Zhepeng and Gao Jian,. Heads of relevant departments and schools from CUPL also attended the discussion.

Ma Huaide expressed a warm welcome to Li Qing and her delegation, extending sincere gratitude to CSC for its longstanding support to CUPL. He emphasized the importance of accelerating the cultivation of foreign-related legal talent in alignment with the national strategic plan on foreign-related rule of law. Ma highlighted CUPL’s pioneering efforts in serving the strategic needs of foreign-related legal work, including the establishment of experimental programs for cultivating foreign-related legal talent, revision of talent cultivation programs, and building a comprehensive system for foreign-related legal talent. He also expressed hope for continued support and collaboration from CSC to nurture more high-caliber foreign-related legal talent, ultimately better serving the overall foreign-related work of the country.

Li Qing provided an overview of the development of state-funded study abroad and outlined the next steps in the reform of the system. She reiterated the CSC’s commitment to selecting and nurturing talent from various domains, supporting international exchanges, research cooperation, and talent cultivation at domestic universities. Li expressed a desire to gain deeper insights into the needs and suggestions for talent cultivation in the field of law, particularly in foreign-related legal affairs, with a view to explore new models of talent cultivation.

Lu Chunlong delivered a report on CUPL’s internationalization strategy, international cooperation, implementation of state-funded study abroad programs, and the current situation and needs regarding the cultivation of foreign-related legal talent.

Representatives from various departments and schoools of CUPL engaged in extensive discussions with the CSC delegation, exchanging views on the effectiveness of their work and presenting their suggestions. The CSC delegation provided specific opinions and suggestions for further enhancing the state-sponsored study abroad programs in the new era. Staff and representatives from CUPL attending the meeting included Yu Fei, Dean of Civil, Commercial and Economic Law School, Xu Shenjian, Dean of School of Juris Master, Xie Zhiyong, Dean of College of Comparative Law, Li Juqian, Director of the Office of International Cooperation and Exchange, Wang Yinhong, Deputy dean of the Graduate School, Yuan Gang, Vice Dean of Law School, Zhu Lijiang, Vice Dean of School of International Law, Guo Zhiyuan and Xiao Chenghai, Vice Deans of School of Criminal Justice, and Yin Xiaohua, Vice Council Chair of China-EU School of Law.
