From October 30 to November 1, local time (GMT+01), CUPL’s Vice President, Shi Jianzhong, led a delegation to visit the University of Bayreuth (UB) and the University of Hamburg (UH) in Germany, where they also met with students from the China-EU School of Law (CESL) of CUPL.
On October 30, the delegation visited the University of Bayreuth, where Stefan Leible, President of the UB, warmly welcomed them and provided a detailed introduction of the university’s history and faculties. Vice President Nina Nestler introduced UB's international exchange strategies. André Meyer, Dean of the Faculty of Law and Economics, presented the faculty's major offerings and distinctive courses.
Vice President Shi Jianzhong provides an overview of CUPL, emphasizing our academic strengths while and outstanding features in emerging fields. He highlighted the similarities between the two universities in legal education, research, and international exchanges, providing a solid foundation for future cooperation. Prof. Shi also elaborated on CUPL's international exchange strategy and vision and showcased some outstanding achievements, including CUPL's global championship in the international moot court competition this year. Both sides appreciated the other's exceptional performance and agreed to step up our collaboration, promote faculty-student interaction, and drive academic exchanges.
Building on the past achievements of mutual visits and a deep understanding of each other, and given the strong consensus for collaboration, a grand signing ceremony was held to solidify the foundation for further cooperation. Vice President Shi Jianzhong and President Stefan Leible signed a Memorandum of Understanding on behalf of their respective universities.

From October 31 to November 1, the delegation visited the University of Hamburg (UH), where Jetta Frost, UH’s Vice President, welcomed the delegation and provided an overview of UH's internationalized academic pursuits. Markus Kotzur, Vice Dean for International Relations and Chair for Public Law, European and International Public Law, proposed further academic exchanges based on existing cooperation. Dean of the Faculty of Law, Tilman Repgen, referred to the CESL project as a "Beacon for Cooperation" over the past decade and suggested encouraging more European students to study Chinese law in China. Both sides expressed their willingness to strengthen academic exchanges, enhance cooperation, and continue developing the CESL.
Vice President Shi Jianzhong provided an overview of CUPL featuring an internationally oriented approach to education and recognized the significance of CESL in promoting China-EU legal academic exchanges. He highlighted the 15 years of collaborative educational efforts between the two institutions, emphasizing the fruitful results achieved through mutual endeavors. To promote further development and steady progress for CESL, Vice President Shi suggested extending the duration of the cooperation agreement according to practical considerations. He expressed pleasure in witnessing CESL's increasing excellence in cultivating international talents.

Tilman Repgen expressed great satisfaction with the consensus reached and the achievements made by both sides. He gladly left a signed message and donated books to our university on the spot. CUPL reciprocated by presenting a Tang Dynasty Legal Manuscript, showcasing the distinctive features of Chinese legal culture. Both parties have clearly expressed their intentions to continue promoting academic exchanges, cooperation, and the long-term, stable development of CESL.
During the visit to the University of Hamburg, Prof. Shi Jianzhong also visited CESL students, encouraging them to seize the opportunity to study in Germany, improve their language and legal expertise, and become ambassadors of China-EU legal exchange.
Li Juqian and Liu Fei provided guidance to the students on making the most of their study abroad experience and coordinating their study plans between Chinese law and EU law. CESL students expressed their excitement and gratitude for the visit, sharing their real-life experiences studying and living in Hamburg and offering suggestions for the school's development.
