On January 4, China University of Political Science and Law (CUPL) and Beijing Institute of Technology (BIT) signed a strategic cooperation agreement at CUPL’s Haidian Campus. Attending the ceremony were Zhang Jun, Chair of the University Council, BIT; Jiang Lan, President of BIT; Zou Meishuai, Vice President, BIT; and other BIT officials, alongside Jiang Zeting, Chair of the University Council, CUPL; Ma Huaide, President of CUPL; and CUPL leaders. CUPL Vice President Liu Yanhong moderated the event.
Collaboration Highlights
Under the agreement, the two universities aim to seize the opportunities presented by digital transformation in education. Leveraging BIT's expertise in computer science, AI, and big data and CUPL’s strengths in legal education, the two sides will collaborate on:
■ Joint Bachelor's Degree Programs: Starting in 2025, joint programs in “Law” and “Information Management and Information Systems” will admit 30 students annually per program.
■ Undergraduate Exchange Programs: Up to 10 students per semester will engage in cross-institutional studies.
This partnership seeks to establish a pioneering model of interdisciplinary talent cultivation, integrating "new humanities" and "new engineering" for high-quality development, addressing the nation’s need for top-tier talents in the digital economy era.

Zhang emphasized the importance of leveraging educational digitalization to propel high-quality development. Highlighting the shared mission of CUPL and BIT in advancing modernization with Chinese characteristics, he outlined three key focus areas for collaboration:
1.Jointly Opening New Fields: Accelerating innovative talent cultivation for international governance and national security, fostering teaching resource sharing, and establishing a high-standard interdisciplinary talent development framework.
2.Stimulating New Disciplinary Momentum: Exploring AI-driven innovations in legal governance and developing “Smart Law,” while enhancing faculty exchanges and creating cutting-edge interdisciplinary fields.
3.Shaping New Research Advantages: Engaging in collaborative, interdisciplinary research aligned with global technological trends and national strategies, establishing joint research platforms, and fostering academic discussions to create hubs of innovation.

Jiang expressed admiration for CUPL’s contributions to legal education and gratitude for its support of BIT. He highlighted the opportunities and challenges posed by AI’s rapid development and called for leveraging digital intelligence to achieve “law-engineering integration.” Jiang emphasized the importance of complementary strengths, mutual empowerment, and deeper integration of humanities and technology to explore innovative interdisciplinary education and contribute to building China into a leader in education and rule of law.

Welcoming BIT representatives, Jiang noted the strategic opportunities presented by national initiatives like the National Education Conference and the Education Power Construction Plan. He called for addressing challenges posed by AI-driven structural shifts, fostering interdisciplinary integration of frontier technology and law, and establishing a model of inter-university cooperation in the new era. Jiang proposed focusing efforts on:
1.Precision in National Strategies: Aligning with modernization efforts, leveraging technological and institutional innovation, and advancing reforms in education, technology, and talent collaboration.
2.Emphasizing Disciplinary Integration: Promoting interdisciplinary synergy to foster emerging disciplines and train talents with both legal acumen and technical expertise for national security.
3.Enhancing Strategic Cooperation: Developing exemplary platforms for collaboration in talent cultivation, research, and social service.

Ma Huaide (CUPL)
Ma Huaide emphasized that the strong alliance between CUPL and BIT represents a significant initiative for achieving complementary advantages, resource sharing, and coordinated development. This strategic collaboration is an innovative practice in integrating new-humanities and new-engineering disciplines, advancing the high-quality development of education. He pointed out that the rapid development of technologies such as artificial intelligence and big data poses new challenges and opportunities for legal practice and the rule of law. CUPL is willing to work with BIT to explore new paths for integrating law and engineering, cultivating more interdisciplinary talents to meet the needs of the digital economy and society, and promoting the innovative development of higher education with Chinese characteristics.
