CUPL Delegation Led by President Ma Huaide Visits Macao and Hong Kong

From December 5 to 11, at the invitation of several institutions, including the University of Macau, the Department of Justice, the Chinese University of Hong Kong(CUHK), City University of Hong Kong(CityU), and the Education University of Hong Kong (EdUHK), a delegation from China University of Political Science and Law (CUPL), led by President Ma Huaide, visited Macao and Hong Kong.

Visit to the University of Macau

On the morning of December 6, the CUPL delegation met with Yonghua Song, President of the University of Macau; Tong Io Cheng, Dean of the Faculty of Law; and Zhe Li, Head of the Department of Macao Legal Studies.

Prof. Yonghua Song warmly welcomed the CUPL delegation and highlighted the University of Macau’s remarkable progress since relocating to the Hengqin campus ten years ago. Over the past decade, the student population has increased from 8,000 to 15,000, with doctoral student numbers tripling, significantly enhancing the university’s international standing.  

In response, Prof. Ma expressed his gratitude for the University of Macau’s hospitality and his delight at revisiting the campus after many years. He shared recent achievements at CUPL, including advancements in discipline development, talent cultivation, international collaboration, and social engagement. Reflecting on the long-standing collaboration between the two universities, Prof. Ma emphasized the importance of renewing the partnership agreement to further expand collaborative areas, particularly in student exchanges, faculty visits, and joint academic activities.  

Later, the CUPL delegation joined representatives from the Faculty of Law at the University of Macau and Gansu University of Political Science and Law for a brief discussion on legal education.  

Participation in the Mainland and Hong Kong-Macao Legal Education Alliance Meeting

On the afternoon of December 6, the delegation attended the Fifth Council Meeting of the Mainland and Hong Kong-Macao Legal Education Alliance (hereafter the Alliance), held at the University of Macau. The meeting featured senior officials, including Wang Jianyuan, Deputy Director-General of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region; Pan Baoliang, Director of the same office; Bie Zhi, Director of the Research Office of Hong Kong Special Administrative Region Basic Law Committee and Macao Special Administrative Region Basic Law Committee of the National People’s Congress Standing Committee; Wu Jun, Deputy Director of the same office; and Zhang Jing, Level I Director Level Official at the Hong Kong, Macao and Taiwan Affairs Office of the Ministry of Education. Representatives from 18 Alliance member institutions, including two newly admitted members, participated in the meeting.

As the Alliance Secretariat’s representative, Prof. Ma, delivered the annual work report.  

Symposium on the Evolution and Impact of National Security Law

On December 7, the delegation attended the Seminar on Evolution and Impact of National Security Law: Legal Interactions between the Mainland of China and Hong Kong and Macao (hereafter the Symposium). The opening ceremony was attended by prominent officials, including Wang Jianyuan, Deputy Director-General of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region; Pan Baoliang, Director of Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region; Liu Jiahui, Level II Bureau Level Official of the Legal Department of Liaison Office of the Central People's Government in the Macao Special Administrative Region; Gao Zhen, Division Chief of the Legal Department of Liaison Office of the Central People's Government in the Macao Special Administrative Region; Bie Zhi, Director of the Research Office of Hong Kong Special Administrative Region Basic Law Committee and Macao Special Administrative Region Basic Law Committee of the National People’s Congress Standing Committee; Wu Jun, Deputy Director of the Research Office of Hong Kong Special Administrative Region Basic Law Committee and Macao Special Administrative Region Basic Law Committee of the National People’s Congress Standing Committee; Zhang Jing, Senior Researcher at the Office of Hong Kong, Macao and Taiwan Affairs of the Ministry of Education; and Song Pei, Deputy Director of the Eighth Bureau of the Hong Kong and Macao Affairs Office of the CPC Central Committee. Also, Tang Xiaoqing, Dean of the Faculty of Law at the University of Macau attended. Professor Ma delivered remarks on behalf of the Alliance Secretariat during the opening ceremony. At the symposium, Professor Yao Guojian presented a speech titled The Relationship between the National Security Law and the Basic Law, while Professor Li Juqian summarized the proceedings and delivered the closing remarks.

Visits in Hong Kong

From December 9 to 10, the delegation visited several institutions in Hong Kong, including the Department of Justice, the Education University of Hong Kong, City University of Hong Kong, and Chinese University of Hong Kong.

Visit to Hong Kong Department of Justice

On the morning of December 9, the CUPL delegation met with Mr. Paul T.K. Lam, Secretary for Justice of Hong Kong; Ling Yang, Director of the Hong Kong International Legal Talent Training Office; Hu Zhong’er, Deputy Director of the Hong Kong International Legal Talent Training Office; and Pan Jin, Senior Government Counsel at the Legislative Affairs Office.

Mr. Paul T.K. Lam warmly welcomed Prof. Ma and the CUPL delegation’ s visit. He highlighted the Department's extensive practical experience in cultivating foreign-related legal talent and expressed optimism about deepening collaboration with CUPL.

Professor Ma responded by proposing to renew their cooperation agreement, increase internship opportunities, and extend the duration of internships. He also invited experts from the Department of Justice to offer short-term courses and lectures on common law at CUPL.

The two parties then explored approaches to deepen and broaden cooperation, focusing on student internships, talent cultivation, practical training, and research cooperation.

Visit to the Education University of Hong Kong

In the afternoon, the delegation visited the Education University of Hong Kong and met with Lee Chi-kin, President of the Education University of Hong Kong, Cheng Mei-hung, Vice President of the Education University of Hong Kong, Mr Donny Siu Koon-ming, Director of Global Affairs , and Ho Ching, Assistant Director of Director of Global Affairs.

President Lee warmly welcomed the delegation, provided an overview of EdUHK, and suggested potential cooperation in fields such as the Education Law, artificial intelligence in education, and new developments in data science.

Prof. Ma expressed gratitude for EdUHK’s warm reception. He highlighted the broad potential for cooperation between our two universities, proposing initiatives such as faculty exchange, student exchange, specialized training and other programs to leverage complementary strengths and drive the development of both universities.  

The two parties then also discussed cooperation in student exchanges and professional training.  

Visit to City University of Hong Kong (CityU)

At CityU, the delegation met with Prof. SHUM Stephen Wan Hang, Associate Provost, Prof. Lin Feng, Dean of School of Law, Prof. Ding Chunyan, Associate Dean , and Chen Yang, Assistant Professor.

Sam Wan-hang, Prof. Shum, welcomed the CUPL delegation on behalf of CityU. Prof. Ma expressed his appreciation for the warm reception and emphasized the opportunity to resume exchanges between the two universities. He proposed deepening cooperation based on existing programs, with a focus on faculty-level partnerships, enhanced student exchanges, summer camps, and other short- and long-term programs. He also highlighted advancing collaborative research on legal education and foreign-related legal talent cultivation. Prof. Ma stressed the importance of implementing joint projects, consolidating the foundations of current cooperation, and exploring new areas of collaboration. Prof. Lin Feng outlined the history of collaboration between CityU’s School of Law and CUPL and expressed commitment to advancing ongoing projects, particularly summer programs and professional training initiatives.

The two parties also discussed cooperation in student exchanges, joint degree programs, and Chinese-Foreign Cooperation in Running Schools.

Visit to Chinese University of Hong Kong (CUHK)

On the morning of December 10, the CUPL delegation visited The Chinese University of Hong Kong (CUHK) and held discussions with Vice President Prof. Sham Mai-ha; Dean of the Faculty of Law Prof. Xi Chao; Associate Dean Prof. Queenie Lai; Assistant Dean Prof. Michelle Miao; Associate Professor Prof. Ryan Mitchell; Assistant Professor Prof. Siyi Lin; Assistant Director of the China Engagement Office Mr. Wong Lik-kwan; and Program Director Ms. Lee Tsz-wai.

Prof. Sham welcomed the CUPL delegation and expressed gratitude to Prof. Ma for his visit. She provided an overview of CUHK’s background and its collaborations with other mainland institutions. She expressed CUHK’s willingness to deepen cooperation with CUPL in talent cultivation, research, and teaching.

Prof. Ma reviewed the longstanding partnership between CUPL and CUHK, recognizing CUHK as a key collaborator. He expressed hopes to renew and implement cooperation agreements, strengthen collaboration in emerging and interdisciplinary fields, expand research opportunities, and jointly enhance the international influence of both universities.

The two sides also explored topics such as the Mainland and Hong Kong-Macao Legal Education Alliance, the cultivation of foreign-related legal talents, joint education initiatives, and student exchange programs

Meeting with Ng Teng Fong Charitable Foundation

On the afternoon of December 10, the CUPL delegation met with Huang Ruohong, General Manager of China Operations for the Ng Teng Fong Charitable Foundation, to discuss scholarship programs.  

During the visit, the delegation also attended alumni events in Macao and Hong Kong.
