On July 7, the 13th Legal Alliance Summit of China’s Political and Legal Science Colleges and Universities was held in Tumushuke. The theme of this forum was "Guided by Xi Jinping's Thought on the Rule of Law, Steadily Promoting the Innovative Development of Legal Education and Legal Research in the New Era to Serve China's Modernization". The forum was hosted by Xinjiang University of Political Science and Law and attended by university leaders, department heads, and experts and scholars from 10 member institutions of the Legal Alliance. Our university was represented by President Ma Huaide, Deputy Council Chair Gang Wenzhe, Vice Presidents Li Shuangchen, Shi Jianzhong, Li Xiuyun, and other relevant department heads.

At the opening ceremony, speeches were delivered by Zhang Jianjun, Political Commissar of the 3rd division of the Xinjiang Production and Construction Corps (XPCC); Liu Shude, Deputy Director of the China Institute of Applied Jurisprudence of the Supreme People's Court; Zhou Chao, Deputy Secretary-General of the People's Government of Xinjiang Uygur Autonomous Region; and Zhang Wenquan, President of the XPCC Law Society (former Standing Committee Member, Deputy Political Commissar, and Secretary of the Political and Legal Committee of the XPCC Party Committee). Chen Xudong, Party Secretary and President of Xinjiang University of Political Science and Law, delivered welcome speeches. Ma Huaide gave a speech on behalf of China University of Political Science and Law (CUPL), the Secretary-General Institute.

Ma Huaide emphasized that over the past 14 years since the establishment of the Legal Alliance, all the universities of political science and law have comprehensively implemented the Party's educational policies, consistently focusing on the central tasks and serving the overall interests. They have taken fostering virtue and nurturing talent as their fundamental mission, solidly promoting the innovative development of legal education and legal research in the new era. Together, they have cultivated a large number of high-quality legal talents with firm ideals and beliefs, strong empathy for family and country, and a solid foundation in legal studies. During the continuous deepening and solidifying of exchanges and cooperation, member institutions have also successively established new cooperative platforms such as “Politics and Management Alliance,” “Philosophy Alliance,” “Foreign Language Alliance,” and “Teacher Development Alliance.” These initiatives have promoted the continuous growth and influence of the Legal Alliance.
Ma Huaide pointed out that this year's summit is themed "Guided by Xi Jinping Thought on the Rule of Law, Steadily Promoting the Innovative Development of Legal Education and Legal Research in the New Era to Serve China's Modernization." Several sub-forum topics related to Xi Jinping Thought on the Rule of Law were set up, addressing the requirements of advancing the rule of law in China and strengthening the nation through education. These topics fully demonstrate the original aspiration and mission of the Legal Alliance. He hoped that member institutions would seize this opportunity to learn from each other, collaborate closely, and accelerate innovation in legal education and legal research in the new era. They should coordinate efforts to cultivate talents for domestic and international rule of law, striving to write a new chapter of high-quality development in legal research and legal education. As members of the Legal Alliance, they should collectively to tackle contemporary challenges of national strength building and the to uphold the essence of education, adapt to global, epochal, and historical changes in rule of law, and contribute more significantly to advancing China's modernization on the track of rule of law, thereby demonstrating greater achievements in governance and regional economic service.
After the opening ceremony, the 13th Legal Alliance Summit proceeded with themed discussions. Shi Jianzhong made the inaugural keynote speech titled “Exploring the Path to Promote High-Quality Development in Legal Education and Legal Theory”.

Shi Jianzhong shared insights on our university's innovative explorations in legal education and legal research, which was guided by the Xi Jinping Thought on the Rule of Law, with the goal of implementing the opinions of the General Office and the State Council on strengthening legal education and theoretical research in the new era.
At the closing ceremony, Ma Huaide announced that the 14th Legal Alliance Summit of China’s Political and Legal Science Colleges and Universities will be hosted by Zhongnan University of Economics and Law. There was also a ceremony where CUPL, Xinjiang University of Political Science and Law, and the organizing unit of the 14th Legal Alliance Summit exchanged the forum emblem.
The Legal Alliance was jointly established on May 30, 2010, by five law schools in China: CUPL, Southwest University of Political Science and Law, Zhongnan University of Economics and Law, East China University of Political Science and Law, and Northwest University of Political Science and Law. Its Chinese name Li Ge was transliterated from the English word "legal" implying building rules, specifications, systems, and standards. Subsequently, Gansu Institute of Political Science and Law, Shanghai University of Political Science and Law, Shandong University of Political Science and Law, Henan University of Economics and Law, and Xinjiang University of Political Science and Law joined the alliance. It has since become a nationally influential forum for legal studies and a prominent platform for exchanges in legal education.
