In accordance with the spirit of a series of agreements in education, culture, science and technology signed by the Chinese and German governments, such as the Outline of Action for Sino-German Cooperation, the Joint Statement between the government of People's Republic of China and the Federal Republic of Germany on the Establishment of a High-level Mechanism for People-to-people Exchanges and Dialogues, and the Agreement on Legal Exchange and Cooperation between China and Germany, and after active consultations among different parties, the 16th CUPL Presidential Meeting made the decision on December 29, 2017 to set up the Project Office of German Universities (hereinafter refferred to as the Program Office) in China at CUPL.

The Program Office aims at promoting educational and cultural exchanges and improving the people-to-people dialogue mechanism between China and Germany. At present, the Program Office has reached a cooperation agreement with two German university alliances (including 33 universities) and 3 universities, including NRW Alliance (6 universities including Cologne University); Bavarian University Alliance / Bayerisches Hochschulzentrum fur China (28 universities including Munich University); RWTH Aachen University and Jena University.
