【Guangming Daily】CUPL and UNESCO Co-host "Global AI Policy Dialogue and Collaboration Development " Forum at WAIC 2025

On July 27, the "Global AI Policy Dialogue and Collaboration Development" Forum, co-hosted by China University of Political Science and Law (CUPL) and UNESCO under the guidance of China’s Ministry of Justice, was held at the Shanghai World Expo Center during the 2025 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance (WAIC 2025). As a thematic forum of WAIC 2025, the event focused on frontier issues in global AI governance through multilateral discussions on institutionalizing international dialogue mechanisms, expanding AI application scenarios, establishing clearer AI governance rules, and achieving a higher degree of mutual benefit and win-win outcomes. The forum fostered consensus-building and cross-border policy alignment, and deepen global cooperation in AI governance.

The event brought together nearly 200 attendees from over ten countries and regions, including senior representatives of international organizations such as the International Organization for Standardization (ISO), industry leaders, government officials, academic delegates, and leading experts.

During the forum, Prof. Zhang Linghan from CUPL unveiled the “Global AI Governance Rules Map 2025” and launched the “Global AI Rules Collaborative Research Platform”, marking a significant step forward in coordinated AI governance.

Jiang Zeting, Council Chair of CUPL, emphasized that CUPL positions AI governance capacity-building as a key lever in serving China’s national development strategy. He underscored CUPL’s commitment to advancing AI legislation research, promoting the establishment of a regular and multi-tiered global dialogue mechanism and platform for AI governance, and fostering transnational legal exchange to cultivate shared AI governance norms. Jiang also highlighted the importance of practical cooperation in areas such as regulatory experience-sharing, technical standard harmonization, and collaborative risk assessment.

CUPL will capitalize on the forum’s momentum to advance a dual-focused strategy that harmonizes technological development with security imperatives. The university is committed to pioneering collaborative innovations in global AI governance frameworks and standards, while contributing substantively toward an interconnected global AI governance community. Through these efforts, CUPL seeks to amplify “China’s voice”, build “China’s brand” and offer “China’s wisdom” in the realm of global AI governance.

The 2025 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance (WAIC 2025) was convened in Shanghai from July 26 to 28. As a premier global platform for AI discourse, WAIC 2025 addresses fundamental themes in AI development while mapping the intellectual frontiers and establishing critical benchmarks for the emerging intelligent era.
