Promoting the Exchange and Cooperation of Legal Education between China and Central Asian Countries: A Delegation from China University of Political Science and Law Visits Three Central Asian Countries

To implement General Secretary Xi Jinping’s key insights on building the Belt and Road Initiative and the spirit of the Central Conference on Neighboring Country Affairs, and to facilitate the realization of outcomes from the First China - Central Asia Summit and the First China - Central Asia Education Ministers' Meeting, Jiang Zeting, CUPL Council Chair, led a delegation to visit Kazakhstan, Tajikistan and Uzbekistan from May 24th to June 1st. Centered on the university's development strategy of "one-center and multiple-bases", the delegation reached a series of important cooperation consensuses with the judicial institutions of the Central Asian governments, legal practice departments, prominent local universities and high-end think-tanks. These consensuses focused on the international communication of Xi Jinping Thought on the Rule of Law, the cultivation of high-level foreign-related legal talents, and regional legal cooperation, resulting in significant achievements.

Focusing on the Research and International Communication of Xi Jinping Thought on the Rule of Law: Preparing to Establish the Global Institute of Rule of Law Leadership

The delegation specially visited Ashuriyon Muzaffar Kurbonmuhammad, Minister of Justice of Tajikistan, to provide an in-depth overview of the preparation of the Global Institute of Rule of Law Leadership at China University of Political Science and Law. This initiative aims to implement the proposal of the China-Central Asia Education Ministers' Meeting regarding "constructing a new higher-education cooperation system for joint talent cultivation". The two sides had in-depth exchanges on how to conduct research and international communication of Xi Jinping Thought on the Rule of Law, and on carrying out high-level talent cultivation through the Global Institute of Rule of Law Leadership. Ashuriyon highly recognized the proposal of the university, believing that the mutual trust in the rule of law is the cornerstone of regional stability. He emphasized that the establishment of the institute would provide crucial talent and intellectual resources for advancing the rule of law in Central Asian countries. He also committed to actively supporting the cross-border communication of Xi Jinping Thought on the Rule of Law in Tajikistan, and will select promising young professionals of the judicial system to participate in the projects of the university’s Global Institute of Rule of Law Leadership. At the same time, he looks forward to carrying out institutionalized cooperation with the university in emerging fields such as cross-border dispute settlement and digital rule of law.

 

 On May 29th, Ashuriyon Muzaffar Kurbonmuhammad, Minister of Justice of Tajikistan, presented a souvenir to Jiang Zeting.

 During visits to relevant institutions in Kazakhstan, Tajikistan and Uzbekistan, Jiang Zeting provided a detailed overview of the positioning and planning of the Global Institute of Rule of Law Leadership. The institute will mainly enroll students from Central Asia and other countries participating in the Belt and Road Initiative , set up special scholarships, and cultivate future rule-of-law leaders who are well-versed in regional laws and global governance. The relevant universities and institutions in Kazakhstan, Tajikistan and Uzbekistan responded positively, expressing eagerness to send outstanding students to participate and collaborate in nurturing talent for building a China-Central Asia community with a shared future.

Jointly Building the "Belt and Road" (China-Central Asia) Legal Education Alliance: Creating a New High-land for Regional Legal Cooperation

One of the core objectives of this visit was to implemente the outcomes of the China-Central Asia Summit and to promote deeper educational cooperation. The delegation reached agreements with several top-tier Central Asian universities, including Al-Farabi Kazakh National University, Kunayev University of Kazakhstan and Tajik National University, to jointly initiate the establishment of the "Belt and Road" (China-Central Asia) Legal Education Alliance. The alliance aims to integrate high-quality legal education resources in the region, build a high-level cooperation platform, and deepen the collaborative research and the cultivation of highly skilled legal professionals in key areas such as cross-border trade rules, energy policy laws and security-related rule of law with Central Asian countries. The initiative to establish the alliance has also garnered positive responses from universities such as Tashkent State University of Law and Samarkand State University in Uzbekistan.

The alliance is scheduled to be officially inaugurated in Xinjiang, China this year, with a permanent secretariat set up at the Institute of Law-based Governance of Xinjiang of CUPL in Urumqi. The establishment of the alliance will effectively echo the initiatives of the First China-Central Asia Education Ministers' Meeting, such as creating a comprehensive, multi-dimensional platform for exchange and cooperation, constructing a new higher-education cooperation system for joint talent cultivation, and exploring innovative approaches to cultural exchange that promote mutual learning among civilizations. It will help create a "bridgehead for China's education to open up and cooperate with Belt and Road countries" and a "strategic high-land for China's global education cooperation".

Visiting Chinese Embassies and Consulates-General Abroad, Overseas Enterprises and Institutions: Laying the Foundation for Future Cooperation

The delegation successively visited Han Chunlin, Ambassador of the Chinese Embassy in Kazakhstan, and Yu Jun, Ambassador of the Chinese Embassy in Uzbekistan. Both ambassadors expressed that the embassies would actively support the cooperation projects between the university and Central Asian universities. They pledged to assist in the joint construction of the legal education alliance, the regional and area studies center, and the cultivation of foreign-related legal talents, so as to serve the overall situation of national diplomacy with practical actions.

On May 30th, Jiang Zeting had a discussion with Yu Jun, Ambassador of the Chinese Embassy in Uzbekistan.

In Kazakhstan, the delegation inspected the Akmola Wind Farm of China Power International, and had in-depth discussions on the legal risk prevention and talent support of Belt and Road projects. In Tajikistan, the delegation visited the Confucius Institute at Tajik National University, held a recruitment promotion meeting for Central Asia, and officially established the Central Asia Alumni Association. Jiang Zeting introduced the recent development of the university at the event, encouraging more Central Asian students to study in China. He expressed hope that alumni would become ambassadors of the university spirit, co-builders of the alumni network, and partners in the development of their alma mater.

On May 29th, Sun Jing, the Chinese-side Dean of the Confucius Institute at Tajik National University, accompanied Jiang Zeting to visit the institute.

Conducting Regional and Area Studies: Jointly Cultivating High-level Foreign-related Legal Talents

The delegation successively signed 7 cooperation agreements with 5 universities, including Al-Farabi Kazakh National University, Tajik National University and Tashkent State University of Law in Uzbekistan. They reached broad consensuses on specific matters such as the joint alliance construction, collaborative research, academic conferences and teacher-student exchanges. During the visit to Kunayev University in Kazakhstan, both parties jointly inaugurated the "Regional and Area Studies and Foreign-related Rule of Law Research Center". This center will serve as an important supporting platform for regional and area studies between China and Kazakhstan, the cultivation of foreign-related legal talents, and the alliance cooperation.

On May 26th, the delegation visited the facilities of Nazarbayev University in Kazakhstan.

 

On May 27th, Jiang Zeting signed a cooperation agreement with Nasujinzoda Emomali Saifiddin, President of Tajik National University.

On May 30th, Slambeck Rustambekov, Executive President of Tashkent State University of Law in Uzbekistan, presented a university souvenir to Jiang Zeting.

The delegation joined hands with local think-tanks, practical institutions and multinational enterprises to sign 3 cooperation agreements. It signed a Memorandum of Cooperation and an Implementation Agreement with the Center for Strategic Studies under the President of the Republic of Tajikistan to jointly develop think-tank construction, conduct research on Central Asian security and the rule of law, and attract researchers to Xinjiang to build a Central Asian judicial practice training base. Additionally, the delegation visited the Court and International Arbitration Center of the Astana International Financial Center (AIFC) in Kazakhstan, where they signed a Memorandum of Understanding to promote the mutual learning of international arbitration rules and the joint cultivation of professional talents. The delegation also had in-depth exchanges with the Ministry of Science, Technology and Higher Education of Kazakhstan, discussing the promotion of higher-education exchanges and cooperation between the two countries in the fields of international relations, foreign policy and legal studies.

On May 26th, Jiang Zeting signed a memorandum of understanding with Christopher Campbell-Holt, CEO of the Court and International Arbitration Center of the Astana International Financial Center.

This trip to the three Central Asian countries represents a vivid practice of CUPL to implement the outcomes of the China-Central Asia Summit and serve the national neighboring-country strategy. Through the preparation of the Global Institute of Rule of Law Leadership, the joint establishment of the "Belt and Road" (China-Central Asia) Legal Education Alliance, and the strengthening of partnerships at multiple levels, the university has systematically promoted the in-depth cooperation between China and Central Asian countries in the field of the rule of law. This initiative marks a transition from academic exchanges to the building of a regional rule-of-law community, injecting a strong legal driving force into the joint construction of a China-Central Asia community with a shared future characterized by mutual support, common development, universal security, and everlasting friendship. The university will continue to align its efforts with national strategic needs. CUPL aims to promote policy coordination, rule integration and people-to-people bonds through high-quality legal exchanges, and create a brighter future for China and Central Asian countries together.

Professor Li Weihai from CUPL’s Institute of Law-based Governance of Xinjiang, Professor Li Qunying from CUPL’s School of Political Science and Public Administration, Lyu Yong, Director of the Office of International Cooperation and Exchange, and Zhang Hongzhe, Deputy Director of the Office of Development Planning and Discipline Construction, accompanied the delegation on the visit.
