To further strengthen ties between China University of Political Science and Law (CUPL) and universities in Latin America and to enhance the cultivation of talents in international law, Lu Chunlong, Vice President of CUPL, led a delegation to visit universities and institutions in Chile, Peru, and Panama from November 24 to December 4.

Visit to the National Technological University of Chile (UTEM)
On November 26, the CUPL delegation visited UTEM and met with Sandra Gaete Mejías, Vice President for Academic Affairs; Niky Wilson, Vice President for Administrative and Financial Affairs; Hector Torres Bustos, Director of Innovation Projects and Senior Advisor; Gerardo Vergara, Director of Public Policy Projects; Javiera Vallejo, General Coordinator of University Affairs and Senior Advisor; and Mario Torres, Director of Office of International Cooperation.
During the meeting, both parties introduced their academic disciplines, teaching and research, and internationalization efforts. They conducted in-depth discussions on potential areas and modes of cooperation, agreeing to expedite initiatives such as faculty and student exchanges and research collaborations. The two parties signed a Memorandum of Understanding on Academic Cooperation, adding a new partner to CUPL’s network in Latin America.
Additionally, the delegation engaged in academic discussions with scholars, including Gerardo Vergara, on shared academic interests. They gained insights into UTEM’s master’s programs in public administration and explored possibilities for research collaboration in areas such as public policy and public administration.

On November 27, the CUPL delegation visited the University of Valparaíso and met with Orlando de la Vega Luna, General Director of International Affairs; María Graciela Brantt, Dean of the Faculty of Law; Manuel Nuñez, Professor of the Faculty of Law; and Ivania Yáñez, Director of Office of International Cooperation.
The two sides reviewed the achievements of previous exchanges and discussed specific approaches to advancing faculty visits, student exchanges, and collaborative research. They reached a consensus and exchanged texts of the Academic Cooperation Agreement.
The delegation also held discussions with Dean María Graciela Brantt and Professor Manuel Nuñez, achieving broad consensus on joint research and publications in constitutional law, civil and commercial law, and criminal law.

Visit to the Pontifical Catholic University of Peru (PUCP)
On November 28, the CUPL delegation visited the PUCP and met with Eduardo Ismodes, Vice President of PUCP; María Antonieta Delgado, Director of Inter-University Academic Exchanges; and Rubén Tang, Assistant to Vice President for Asian Affairs.
Both sides reviewed past achievements and agreed to expedite the renewal of the Memorandum of Understanding on Academic Cooperation, as well as the signing and implementation of agreements related to faculty and student exchanges. The delegation extended an invitation to PUCP scholars to deliver international lectures at CUPL next summer.
In academic exchanges with PUCP scholars, including Elmer Arce, Dean of the Faculty of Law; Elvira Méndez, Director of the School of International Education; Víctor Saco, Professor of International Economic Law; Professor Patricia Urteaga; Rita Research, Director of the Training and Legal Consulting Center; Rubén Tang, Assistant to Vice President for Asian Affairs; and Andre Núñez, Director of Chinese Language and Chinese Law Research Office, discussions covered topics such as international investment and trade, civil and commercial law, and arbitration law. The two sides explored cooperation in translating legal codes, conducting joint research, and establishing channels for legal information exchange between China and Latin America.

On the same day, the delegation met with Lizardo Chachi Montes, Director of the Academic Advisory Committee of the Peruvian Congress; Carina Palacios, Director of the Congressional Foreign Affairs Office; and over ten senior legislative advisors.
The CUPL delegation introduced China’s legislative system, achievements, and mechanisms for evaluating legislative effectiveness, as well as the role of scholars in legislation. They also elaborated on the guiding role of Xi Jinping Thought on the Rule of Law in China's legislative practices, fostering mutual understanding and exchange.
Meeting with CUPL Alumni in Panama
On December 1, the delegation held a meeting with CUPL alumni working in Panama.They learned about the alumni’s work and life conditions and gained insights into the demand of China-invested enterprises for talents in international law.

Visit to the University of Panama (UP)
On December 2, the CUPL delegation visited UP and met with Ricardo Him Chi, Vice President of UP. Both sides exchanged ideas on their respective strengths in disciplines and internationalization development, reaching a preliminary cooperation intention.
The delegation also met with Dong Yang and Wu Junhui, the Chinese and foreign directors of the Confucius Institute (CI) at UP. They learned about CI’s work mechanisms, staff composition, Chinese language teaching, and regional activities. Both sides agreed to leverage the CI platform to facilitate practical collaboration between CUPL and UP.

Later that day, the delegation visited the Chinese Embassy in Panama and met with Minister-Counselor Li Wuyi, Education Counselor He Ni, and Education Commissioner He Lei. Vice President Lu Chunlong briefed the Embassy on CUPL’s achievements in cultivating talents for international law and the outcomes of the delegation’s visits, particularly the consensus reached with UP and CI.
Minister-Counselor Li Wuyi introduced the Embassy’s history and its role in promoting China-Panama cooperation, encouraging CUPL to explore training programs for Panamanian legal professionals to further mutual understanding.
Other members of the delegation included Wu Hongyao, Dean of the National Institute of Legal Aid, CUPL; Xie Libin, Vice Dean of the College of Comparative Law, CUPL; Pan Deng, a professor at the College of Comparative Law; and Wang Fuping, Deputy Director of Office of International Cooperation and Exchange.
The delegation’s visits to Chile, Peru, and Panama yielded fruitful outcomes, strengthening CUPL’s partnerships with universities and institutions in Latin America. These collaborations are expected to deepen academic exchanges, facilitate joint research, and contribute to the cultivation of talents in international law, aligning with CUPL’s mission of fostering global cooperation.
