President Huang Jin Meets With Minister of Justice and Human Rights of Angola and His Delegation

In the afternoon of March 25, 2019, at the Haidian Campus, President Hang Jin met with Francisco Manuel Monteiro de Queiroz, Minister of Justice and Human Rights and his delegation. Yuan Liang, Deputy Director General of the International Cooperation Bureau, Ministry of Justice of the People’s Republic of China, and Sergio Neto, Minister Counsellor of the Embassy of Angola in China and other three delegates accompanied Minister Francisco Queiroz to visit CUPL.

President Huang first extended a warm welcome to Minister Francisco Queiroz and his delegation for their visit, and then briefed them on CUPL including: its history, achievements, disciplines, talent training, scientific research and international programs. He also said that CUPL was founded in 1952 and over the past 60 years, CUPL had gradually developed into a multi-disciplinary university which exceled in law discipline and had other disciplines including politics, economics, management, arts, history, philosophy, education, engineering and science. The university not only attached great importance to the cultivation of talents, but also continuously expanded fields of scientific research, and strengthened the support for researchers, thus generating many outstanding achievements. In terms of international cooperation, CUPL attached great importance to strengthening cooperation with the prestigious universities of countries participating in the Belt and Road Initiative (BRI). The visit of the Minister of Justice and Human Rights of Angola would be a new starting point for exchanges and cooperation between CUPL and Angola. CUPL hoped to establish wider cooperative relations with Angolan universities, legal community and practitioners, to promote friendly exchanges in education, culture and the rule of law between the two countries.

Minister Francisco Queiroz expressed his great pleasure to visit CUPL and appreciation to President Huang and CUPL faculty for the warm reception and hospitality. He endorsed the importance of legal education and scientific research to a country. He then introduced the purpose of the delegation's visit to China, i.e. exploring expanded bilateral cooperation among judicial communities, socioeconomic circles, and educational sphere. He promised to convey the intention of CUPL to cooperate with Angolan universities when he returned to Angola, and believed Angolan counterparts would be willing to cooperate with CUPL in multiple fields, such as teaching, scientific research and training programs.

Afterwards, Prof. Du Xinli, Director of China Arbitration Institute of CUPL, Prof. Jiang Lili, Vice Director and Secretary General of China Arbitration Institute of CUPL, and Dr. Xue Tong, Assistant Secretary General of China Arbitration Institute of CUPL, gave the delegation a detailed introduction on the institute, including its history, training programs, scientific research, innovation projects and international exchanges. They also presented the foreign guests a video of the five-episode documentary of the Chinese arbitration industry, “Arbitration in China”.

Also attending the meeting included Anisabel de Campos Verissimo e Costa, Director, Office of International Exchange, Ministry of Justice and Human Rights of Angola, Felismina Manuel Gando da Silva, Chief of the Identity and Criminal Records Bureau, Docilio Bento Joaquim, Director of the Judicial Administration Bureau of Justice, Victorino Mario, Director of Out-of-court Mediation Bureau, and Domingos Miranda, Protocol Officer. Chinese participants included Mao Jialing, Associate Consultant of Bilateral Exchange and Cooperation Office of International Cooperation Bureau of Ministry of Justice of China, Prof. Xu Lan, Director of International Communication and Exchange Office, CUPL, and Prof. Zhang Wei, Executive Vice Dean of the Institute of Human Rights, CUPL.
