On the evening of October 27, 2011, in Beijing, President Huang Jin attended four-party talks among Hanban (Confucius Institute Headquarters), CUPL, Welsh Government of UK and Bangor University. During the meeting, the two universities agreed to co-establish a Confucius Institute.

President Huang also attended the Welsh Government Reception.
