The Opening Ceremony of the Summer Camp 2018 for Students of Law from Hong Kong held at CUPL

In the morning of June 4th, the opening ceremony of the summer camp 2018 for students of law from Hong kong was held at the Xueyuanlu campus of CUPL. Prof. Ma Huaide, Vice president of CUPL, Mr. Pan Xiaoda, Inspector of the HKSAR Basic Law Committee of the Standing Committee of the National People’s Congress, Mr. Wang Zhengmin, Chief legal Official of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, Mr. Xi Junjian, Deputy Director General of the Department of Legal Affairs of the Hong Kong and Macao Affairs Office of the State Council, Ms. Tian Lulu, Deputy Director General of the Hong Kong and Macao Affairs Office of the Ministry of Education; Mr. Shi Dongbo, Division Chief of the Office of Laws & Regulations of the Political Department of the Supreme People’s Court, Mr. Zhang Xiaohan, Director of the Office of International Affairs, Department of International Cooperation of the Supreme People’s Procuratorate, Ms. Chen Xiaolin, Chairperson of Hong Kong Legal Education Fund Ltd., Mr. Shao Xinfa, Solicitor and Director of Hong Kong Legal Education Fund Ltd., Solicitor Mr. Su Hecheng and his wife as well as Prof. Zhao Yuhong from the Law School of Hong Kong Chinese University attended the ceremony among other guests.  

       Ms Xu Lan, Director of Office of Hong Kong & Macao Affairs of CUPL moderated the opening ceremony. Prof. Ma Huaide first extended his warm welcome on behalf of CUPL to students from Hong Kong who came to CUPL to attend the 10-day summer camp in Beijing. Then, he reviewed the fruitful achievements that CUPL and Hong Kong counterparts had made since the foundation of the summer camp 11 years ago. He also appreciated all the supports from relevant government departments over the past years. After that, Prof. Ma briefed the guests and students attending the ceremony on the history, development and discipline advantages of CUPL, with the emphasis on many significant and happy events that took place in CUPL, such as President Xi Jinping’s visit and speech at CUPL, the successful listing of CUPL as a “university with first-class discipline” in the “double first-class university project” of China, and A+ ranking of CUPL’s law program in the fourth round of national discipline assessment for which its law program was endorsed by the Ministry of Education of China as No.1 in the country together with RUC. Prof. Ma wrapped up his speech with two pieces of advice: first, he wished CUPL continue to carry out the summer camp for student of law from Hong Kong in the future, fulfilling the university’s duty of training more legal talents who love the country and the Hong Kong SAR; second, he wished all the students could take this opportunities to attend lectures, official visits and various cultural activities to obtain a thorough understanding of the advancement of the rule of law and our national achievements in various fields such as economy and culture since reform and opening up. He called on the students to make contributions to the flourishing and prosperity of China and the stability and prosperity of Hong Kong SAR in their future study and work.

       Ms. Tian Lulu introduced the significant achievements of education communication and cooperation programs between mainland & Hong Kong in scope, depth and accuracy to all the guests and students. Ms. Tian called on students of law from Hong Kong to enhance their learning at such a crucial stage as the country is actively promoting the rule of Law and celebrating the 40th anniversary of China’s reform and opening up, and to become solid protectors of the “One Country, Two Systems” policy as well as to give full play to their professional advantages, to be solid upholders of the “One Country, Two Systems” policy,  and to shoulder their historic responsibility and be facilitators of the great rejuvenation of the Chinese nation.

       Mr. Xi Junjian highly recognized the important achievements of the mainland summer camp program for students of law from Hong Kong in promoting the understanding of the country and the advancement of the rule of law. He remarked the summer camp had become a flagship exchange program for students in mainland and Hong Kong, which helped students from Hong Kong to learn about the legal system in mainland China and to strengthen the national consciousness. Besides, he emphasized that the development of Hong Kong and mainland are connected and supplementary and their respective advantages can be utilized to achieve common progresses. Hong Kong should actively integrate itself into the big picture of the nation’s development, seize the opportunity of the Guangdong - Hong Kong - Macau Greater Bay Area and the Belt & Road initiative, and to meet the demands of the nation with Hong Kong’s expertise and advantage. He also encouraged the students of law from Hong Kong to cherish this opportunity, study harder, practice more, think actively and take this summer camp as the platform to obtain a better understanding of the legal system of mainland China, actively integrate into the big picture of the nation’s strategic development, shoulder the history responsibility of the great rejuvenation of the Chinese nation, and share the pride & glory in the great rejuvenation of Chinese nation.  

       Later, Mr. Wang Zhengmin shared his personal experience of leading a group of students from the mainland of China to go to the University of Hong Kong and to attend the summer camp in the mid-90s. He believes that knowing the country and having a sense of ownership of the country is a compulsory course for the young new generation in Hong Kong born after the return of Hong Kong. He also encouraged all the students to comprehend the real situation of developments in mainland China with an inclusive and objective mind and through a perspective of development. He said students should “hurry to share the country’s worries and” and wait to share the nation’s happiness”, strengthen a sense of national responsibility and citizen’s awareness, integrate personal development into national development and make contributions to the development of Hong Kong and mainland China.

      Finally, Ms. Chen Xiaolin extended her gratitude to CUPL for its generous supports to this program over the past years. She also shared her personal feeling of the distinctions in culture and laws between mainland China and Hong Kong. She hoped that students would cherish the precious opportunity of study and internship with an open heart and mind to feel, to think, and to have an objective understanding about the “One Country, Two Systems” policy and to contribute their share to the nation’s development.
